Scanline generator software

You know how there's emulators that have a software filter that allows you to add scanlines to the game's video? Well I'd like that For everything I do on my desktop, games, whatever. Here's the deal, I love how scanlines look and while playing castle crashers I realized it'd look even better with scanlines. I know there's a little device that allows you to add scanlines, but they don't have them in HDMI form, which is what I use.

Any ideas? Search for a scanline generator, I know your looking for software, but it hampers your processor, a guy on klov sells a cool hardware device that gererates scanlines. MacX YouTube Downloader.
